Negotiating Postcolonial Solidarities: Conflicts around knowledge production on sexual minorities, repression & resistance

Abstract

Principles and practices of solidarity, linking metropolitan and marginal areas of former empires, increasingly diverge between postcolonial ideals and neo-colonial realities. A liability of queer critiques, even more problematic than futile efforts at censorship of books, is the effective obstruction of research initiatives necessary to obtain the empirical data to effectively build solidarity projects with communities of sexual minorities still at risk from repression and lack of infrastructure for security and health. In this vacuum, celebrity figures, based in former imperial centres such as London, who barely understand the political economies because they are rarely engaged in knowledge production, can undermine locally directed research and activism. Solidarity initiatives for sexual minorities at risk, spanning metropolitan and under-developed margins of former European empires, are increasingly being monitored, assessed, and critiqued. In turn, intelligence around solidarity projects is becoming more politicised extending to questions of research design, collection methods, accuracy, dissemination, confidentiality, and security. This essay explores modes of transnational knowledge production spanning three junctions in the former British Empire: theorizing in my home region of Vancouver with relatively unorganized protocols for queer critique but relaxed libel laws; exploring the limitations of global solidarity projects for sexual minorities that are based in London with UK legacies of nongovernmental organisation ‘neo-colonialism’ and the risk of formidable liabilities from libel laws that can contain debate; and a public beach in Dubai where male guest workers, many of whom are constructing new forms of intimacies and solidarity, continue to be at risk of persecution for both homosexuality and labour organising.

Over the last half-century, a large and growing portion of communities have been transformed, sometimes radically and more often subtly, by assertions of women and sexual minorities for more equitable distribution of space, resources, social and economic opportunities, and social services. Much of early transgendered and homosexual political work focused on survival and self-protection and then shifted to insuring civil rights including equal access to medical treatment and information as has been so crucial for stemming the AIDS pandemic. Current movements to challenge persisting obstacles to individuals in same-sex marriages have extended human rights activism as new organizing has shifted to building a diversifying array of communities and social infrastructure defined by intersections of gender, sexuality, class, nationality, ethnicity, religion, culture, capabilities and disabilities, physical environments, and communications.

‘Reinstating Transgression’ explores the more recent reconstructions and re-inscriptions of queer political economies, often based on more tolerance and partial human rights protections, within the dynamic and unstable structures of state, administrative, and financial power. As communities are transformed by more accurate conceptions of gender, sexuality, propriety, and acceptability, notions of transgression, and questions of exactly who are the outlaws and oligarchs, remain unresolved. Even in the more tolerant and supportive environments for gender dissidents and sexual minorities, the state continues to mediate in ongoing contests between social groups played out through media, policy, courts, government programmes, land economics, public health, culture, and public (and private) space. And the increasing tolerance of sexual minorities, in many parts of the world, can mask persistent and even emerging obstacles for less privileged networks of sexual minorities to define themselves, survive, make contact, communicate, and transform their communities.

The last century has seen the most spectacular efflorescence of activism around gender and sexuality so far in human history. Simultaneously, various processes of decolonization, globalization, economic development, and ecological degradation have created new wealth and rights for some and have intensified inequities and poverty for others. Problematically, globalized notions of gay, lesbian, transgendered, and queer experiences have too often involved the privileging and imposition of a narrow set of cultures and politics, often rooted in imperial and colonial privilege, at the expense of local movements. And homophobia is still almost hegemonic in large portions of the world and, as in the recent case of Uganda, may be on the rise largely in response to gains by sexual minorities in other parts of the world. And the state and capital continue to re-inscribe certain gender identifications and aspects of same-sex intimacies as transgression whether suppressed or simply marginalised.

Curiously, the roles of political economy in the formation of queer sites and broader constellations of culture and social contact have been neglected in queer theory and empirical research. Most Twentieth Century interpretations of historical materialism erased minority sexualities and largely viewed culture subordinate to political economy. In the cultural turns of the last decades of the previous century, there was such a preoccupation with identifying narratives often involving the telling of long suppressed ’sexual stories’. Too often those highly personal narratives have been taken out of context effectively neglecting the more quantitative metrics that could be employed to provide more supple understandings of the inter-relationships of gender, sexuality, history, environment, community planning, public health, economic development, politics, law, and culture. The problem with investigations focused on queer life stories is that respective narratives have too often eclipsed recognition of the implications of socioeconomic positionality within political, policy and community planning contexts.

The global landscape of queer transgression and what can be repressed and what can be protected by the state remains volatile. ‘Reinstating Transgression’ revisits the contradictory roles of the state, that not so long ago was the nexus of homophobic repression and that still often intrudes into personal lives and private spaces, in sometimes facilitating new freedoms, community-building, and social infrastructure. But as “the state” is a cumulative amalgam of municipal, regional, national, and transnational bodies and programmes, tolerance, constraints, accommodation, and repression are often effectively layered within government apparatus, with contradictory policies partially fused and operating on multiple levels.

Central to ‘Reinstating Trangression’ are the questions of when and why are certain groups and individuals tolerated, often only as exceptions, while others are reconfirmed as deviant, and often made abject, with respective social positions re-marginalized by the state often through less overly repressive means? A second set of questions for the investigations in ‘Reinstating Transgression’ is that of how are more privileged and better-protected strata of sexual minorities competing with and sometimes being used by other local interests, and even aspects of the state, in contests with more vulnerable social groups such as the impoverished, the disabled, migrants and natives, to name but a few groups? Through case studies of neighbourhoods and broader metropolitan areas, ‘Reinstating Transgression’ will explore new theory, research methods, and measures for understanding how both networks of sexual minorities and broader communities are being reconstructed through emerging forms of tolerance and repression, visibility and erasure, place-making and evacuation, and localism and globalization.
